Guidelines for Anti Vaping
Frontier Primary School adopts a strict zero-tolerance stance against vaping. Any student found vaping or in possession of vaping devices will be deemed to have committed a serious offence and will be subjected to disciplinary action, in accordance with school rules and national regulations.
Consequences on Vaping
1. Student offenders will be subjected to national penalties imposed by
Health Science Authority (HSA) as seen from Tables 1A and 1B.

2.The school will take reference from Table 2, which shows the baseline school-based disciplinary consequences (i.e. minimum)
shared by MOE, to mete out the disciplinary consequences of the student
who was found vaping.
a. For caning, schools will consider mitigating
factors, including age, profile/maturity of the student offender, and whether
the student offender has special educational needs and/or mental wellbeing
issues.
b. Suspension can be in-school or out-of-school
suspension, based on school's assessment of the case.

Notes:
1. Students caught selling and trafficking of e-vaporisers may be considered for additional school-based consequences, including expulsion (for secondary schools and JCs/MI).
2. International students are to note that in line with national policy, repeated vaping offenders or those caught possessing or using etomidate e-vaporisers or who test positive for etomidate may have their Student's Pass revoked and be deported and banned from re-entering Singapore thereafter.
Frontier Primary School reserves the right to mete out school-based disciplinary measures in addition to the baseline consequences (Please refer to Table 2 above) and the national penalties imposed by HSA (Please refer to Table 1 above).
Personal Responsibility of a Frontierer
Vaporisers are harmful to health and Singapore takes a zero-tolerance approach
against vaping.* In aligning the school guidelines with policies from HAS
and MOE, the school uses the following approach to support a safe, orderly,
and focused learning environment for students.

Frontier Primary School takes a firm stance against students who are caught
vaping and we seek parents’ support in partnering with us when your children
are caught vaping:
1. The school will inform parents on the student’s
offence.
2. The school will refer student offender for
counselling and cessation support as follows:
a. Register student offenders for QuitLine;
b. Refer student for additional support where
appropriate;
3. The school will mete out appropriate baseline
school-based disciplinary consequences as this offence is considered a serious offence,
in addition to the national penalties imposed by Health Science Authority
(HSA), if applicable.
Note: To prevent the use of vaporisers, the possession, use or purchase of vaporisers has been banned in Singapore since 2018. To deter the use of vaporisers, tougher penalties for both regular and etomidate have been introduced since Sep 2025. From 1 May 2026, in accordance with the new Tobacco and Vaping Control Act (TVCA) and in addition to school-based consequences, repeat users of vapes now face enhanced penalties.
